Materials that pass alone can still fail together.
Individual materials in an aircraft interior — veneer, adhesive, substrate, topcoat, or hydrographic finish — can each be independently certified and still fail OSU 65/65 heat release testing once assembled. It's a persistent, expensive gap in an otherwise well-tested supply chain, and it shows up differently depending on where you sit: as an active failure to fix, or a risk to design around before it happens.
